민원인 A씨는 작년 3월부터 수차례에 걸쳐 별다른 이유 없이 공무원들에게 욕설을 해왔으며, 지난 4일 공무원 B씨에게 전화로 민원을 제기한 후 마음에 안 든다는 이유로 만취상태로 시청에 들어와 기물을 파손하고 직원에게 상해를 입혔다고 했다. 

강릉시는 이런 유사 사례들이 반복적으로 일어나는 것을 방지하고, 직원들의 인권과 안전을 보호하기 위하여「민원업무담당공무원 등의 보호 및 지원에 관한 조례」를 제정 중에 있다고 전했다.

이 조례에는 악성 민원인의 폭언, 폭행을 방지하기 위한 안전시설 설치, 예방교육, 사후 심리상담, 의료비 및 법률상담 지원 등의 내용을 담고 있다고 했다.

또한, 지난해부터 행정 전화 녹음시스템을 운영하고 있으며, 향후 악성 민원 상황을 대비해 방문자센터 내 직원 보호 시설을 강화하고 청내 CCTV 사각지대를 보완할 계획이라고 했다.

강릉시 관계자는“악성 민원인으로부터 심한 폭언 및 욕설을 당하면 정신적 트라우마가 오래 남는다”며,“민원 공무원을 내 가족처럼 배려해 달라”고 당부했다.
