[김일웅 기자 = 경기북부/강원] 김상회 전 청와대 행정관이 전국특례시시장협의회(아래 특례시시장협의회) 특별보좌관으로 임명됐다고 밝혔다.

지난 3일 오전 김상회 전 행정관은 서울 여의도 서울시티클럽에서 열린 ‘특례시 시장·국회의원·시의회의장 간담회’ 에 참석해 특례시시장협의회 대표회장인 허성무 창원시장으로부터 위촉장을 받았다고 했다.

김 특별보좌관은 문재인 정부의 ‘청와대 대통령비서실 자치발전비서관실 행정관’을 역임한 자치분권 전문가이며, 특히 청와대 행정관을 역임하며 특례시 입법과정을 함께한 이력과 검증받은 업무추진력은 특례시 권한확보를 위한 원활한 소통과 협상에 큰 힘을 발휘할 것으로 기대된다고 했다.

김상회 특별보좌관은 “수원시를 비롯한 4개 특례시 시민들이 지역사회에 자긍심을 느낄 수 있도록 특례시라는 명칭에 걸맞은 특례 권한을 확보하는 데 최선을 다하겠다”고 다짐했다.

김 특별보좌관은 차기 수원시장후보로 거론되는 인물이다. 안룡초등학교, 수원중학교, 수원공업고등학교, 서울신학대 신학과를 졸업했으며, 경기대 일반대학원 행정학 박사과정을 수료했다고 전했다.

한국민예총 수원지부장, 원천천물사랑시민모임 대표, 경기국제인형극제 집행위원장·총감독, 녹색자치경기연대 상임대표 등을 지냈으며, 2010년 경기도의회 의원을 지내기도 했다.

더불어민주당 경기도당 정책실장, 19대 대선 경기도국민주권선대위 전략기획실장을 거쳐 청와대 대통령비서실 자치발전비서관실 행정관을 역임했다고 했다.

한편, 이날 간담회에는 허성무 창원시장과 염태영 수원시장, 백군기 용인시장, 이춘표 고양 제2부시장을 비롯해 김진표, 박광온, 김영진, 백혜련, 김승원, 최형두, 홍정민, 이용우, 정춘숙, 이탄희 국회의원이 참석했다고 했다. 

이밖에 조석환 수원시의회의장, 이길용 고양시의회의장,  김상수 용인시의회부의장(대참), 이치우창원시의회의장 등이 참석해 특례권한 확보 방안을 집중 논의했다고 했다.

특례시시장, 국회의원, 시의회의장들은 또한 성명서를 통해 지난달 입법예고를 마친 제2차 지방일괄이양법을 국회에서 조속히 심의해 줄 것을 촉구했다고 전했다.
