이어 “하지만 안타깝게도 아직까지 ‘특례시’에 걸맞은 구체적인 권한 확보는 거의 이뤄지지 않았다. 정부와 논의를 계속하고 있으나 만만치 않다”면서 “그렇기에 내년 1월13일에 특례시라는 밝은 미래가 열릴 것처럼 이야기하는 건 확대해석된 것”이라고 짚었다.

김 특별보좌관은 “물론 특례시 출범 이전에 가능한 받아낼 수 있는 권한을 최대한 획득하고자 최선의 노력을 기울이고 있다”면서 “특례시 권한 확보는 지금까지의 노력보다 더 치밀하고 힘든 과정이다. 결코 만만하게 차려진 밥상이 아니다”고 진단했다.

특히 김 특별보좌관은 “이제 시작이라는 자세로 하나하나 설득하고 조정해서 특례사항들을 채워나가야 하는 중요한 과제가 남아있다”면서 “수원특례시 명칭에 걸맞은 권한확보, 그 엄중한 길에 저 김상회가 갖고 있는 모든 능력을 아낌없이 바치겠다”고 각오를 밝혔다. 

한편, 김상회 특별보좌관은 안룡초등학교, 수원중학교, 수원공업고등학교, 서울신학대 신학과를 졸업했으며, 경기대 일반대학원 행정학 박사과정을 수료했고, 한국민예총 수원지부장, 원천천물사랑시민모임 대표, 경기국제인형극제 집행위원장·총감독, 녹색자치경기연대 상임대표 등 거쳐 2010년 경기도의회 의원, 더불어민주당 경기도당 정책실장, 제19대 대선 경기도국민주권선대위 전략기획실장 등을 역임했다고 전했다.
