[김일웅 기자 = 경기북부/강원] 지난 2월 23일 김상회 수원특례시발전연구소장(전 청와대 행정관)은 ‘수원특례시 돌봄·복지 정책 실태와 과제’를 주제로 수원특례시발전연구소 제5차 정기 세미나를 열었다고 밝혔다.

김상회 수원특례시발전연구소장은 “돌봄이라는 키워드가 점점 부각되고 있다”며 “케어링시티, 수원특례시에 꼭 맞는 정책을 생각해보는 자리가 되었으면 한다”고 포문을 열었다.

이날 발제를 맡은 변옥경(공감 가족심리연구소 센터장) 교육학박사는 “현대에 들어 다양한 가족의 형태가 증가함에 따라 돌봄의 손길이 필요한 이들이 많아지고 있다”며 “돌봄은 오직 사람만이 할 수 있는 일이기에 더 중요하다”고 강조했다.

변 박사는 “돌봄의 손길이라 할 수 있는 사회복지사, 요양사, 간병인들의 수가 적고 이마저도 생활수준이 낮은 편”이라며 시민모두가 참여할 수 있는 품앗이 형태인 ‘시민돌봄마일리지 플랫폼’을 제안했으며, 또한 변 박사는 여성, 육아, 청소년, 노인, 장애인, 반려동물 등을 위한 복지 정책을 소개했다고 전했다.

김봉수 모아재 이사장은 “돌봄과 교육의 경계가 모호하다”며 “새로운 제도를 만들기보다는 제도와 시스템의 혜택이 수혜자에게 직접 전달되도록 해야한다”고 제언했다.

김 소장은 이어 이재명 더불어민주당 대선후보의 돌봄 사각지대 해소 및 돌봄 컨트롤타워 신설, 맞벌이 부부 영유아 돌봄서비스 세제 지원 추진, 시설에 입소하지 않고도 의료와 돌봄 서비스 마음껏 누릴 수 있는 지역사회 통합 돌봄체계 등을 예로 들며 돌봄도시에 필요성을 강조했다고 했다.

한편, 김상회 전 행정관은 문재인 정부의 ‘청와대 대통령비서실 자치발전비서관실 행정관’을 역임한 지방자치 전문가다. 최근 전국특례시시장협의회 특별보좌관, 더불어민주당 정책위원회 부의장, 더불어민주당 경기도당 선거대책위원회 선거대책본부 공동부본부장으로 활동하고 있다고 했다.

안룡초등학교, 수원중학교, 수원공업고등학교, 서울신학대 신학과를 졸업했으며, 경기대 일반대학원 행정학 박사과정을 수료했다고 전했다.
