[장선희 기자 = 경기북부/강원] 오는 4월 30일까지, 고성군은 해양수산부로부터 조건불리지역으로 선정된 고성군 5개 읍·면 대상 어가에 대하여 ‘조건불리지역 수산직불제’ 사업 대상자를 모집한다고 밝혔다. 

‘조건불리지역 수산직불제’는 한-미 자유무역협정 농어촌분야 피해보전 대책으로 도입되어 어업생산성이 낮고 정주여건이 불리한 어촌지역 어업인의 소득보전을 지원하는 사업이라고 전했다. 

조건불리지역 수산직불제 대상 어가는 ‘수산업법’에 의해 면허 또는 허가를 받거나 신고를 하고 어업을 경영하는 어업인으로서 '어업을 통한 수산물의 연간 판매액이 120만원 이상인 사람 또는 1년 중 60일 이상 어업에 종사하는 사람'이어야 한다고 했다. 

직불제를 신청하기 위해선 우선 어촌계 단위로 운영위원회를 구성해 직불제 대상자별 사업 신청서 및 어촌마을 발전 계획서를 작성해 읍·면장에게 제출하면 해양수산부에서 최종 심사해 직불금 지급이 이뤄지고, 직불금 지급액은 '어가당 80만원'이며, 이 중 '80%인 64만원'은 개인별로 지급되고, '20% 16만원'은 어촌마을 공동 발전기금으로 조성하게 되고, 조성된 어촌마을 공동 발전기금은 바다 청소, 종묘 방류 등 어촌마을 활성화와 공익적 기능 증진 등을 위해 사용해야 된다고 전했다.
