이는 시행령 제2조와 관련한 별표1에 지정된 ‘항만대기질관리구역’에 동해․묵호항을 포함하여 지정해 줄 것을 요청하기 위한 것으로, 시는 지난 2019년에도 항만대기질법 및 동법 시행령, 시행규칙 제정 시 동해․묵호항을 포함해 달라는 건의를 한 바 있다고 했다.

동해항 개항 이래 근 40여 년간 인근 화력발전소 및 각종 공장에서 뿜어대는 오염물질, 동해항에서 배출되는 분진 등의 미세먼지로 인해 지역 주민들은 건강에 심각한 위협을 받아왔으며, 이에 동해․묵호항 역시 당연히 ‘항만대기질관리구역’에 지정될 것이란 기대가 있었다고 전했다.
