육군 15사단 의무근무대에서 임상병리 부사관으로 근무 중인 조태정 하사는 화천군청을 방문해 최문순 군수를 만나 저소득층 의료비로 써달라며 300만원을 기탁했고, 이 돈은 조하사가 지난 2020년 11월부터 2021년 6월까지, 약 7개월 간 국군 의학연구소에서 파견근무 후 받은 파견비 중 일부인 것으로 알려졌다고 했다.  

조하사는 국군 의학연구소 파견 중 전군의 코로나 의심환자에게서 채취한 검체 유전저 검사를 담당했고, 작년 국군 의학연구소에서는 전년 대비 400% 이상 증가한 약 18만5,000명의 진단검사가 이뤄졌으며, 조하사도 이에 따라 휴일도 반납한 채 임무를 수행했다고 전했다.
