앞서 감사원은 2018년 10월 10일부터 12월 28일까지 전국 21개 지방자치단체를 대상으로 ‘지방자치단체 전환기 취약 분야 특별 점검’을 했다고 전했다.

특별점검에서 감사원은 김성기 군수가 "토지 사용계획과 의회 승인 없이 토지를 매입하라고 독려(직권남용)"했으며, "시세보다 비싸게(업무상 배임) 토지를 매입했다"며 검찰에 수사를 의뢰했었다고 했다.
