[김현우 기자 = 경기북부/강원] 강릉시는 드론을 활용한 공유재산 실태조사 용역 결과를 기반으로 2022년 10월부터 강릉시 소유 재산 무단 점·사용 의심지에 대한 현장정밀조사를 실시할 계획이라고 밝혔다.

대상 현장조사 대상지는 무단 점·사용 의심지는 5,084필지 6,669개소로 강릉 남부권(옥계면)을 시작으로 현장 정밀 조사를 통해 무단점유지를 확정하고, 불법 점유자를 확인해 변상금을 부과하는 등 행정절차를 진행한다.

강릉시는 대대적인 업무 추진을 위해 공유재산조사전담T/F팀을 구성해 공유재산실태조사 데이터를 기반으로 항공사진 및 드론 영상을 확보했다.

시 전역 무단 점·사용 의심지에 대해 현장 정밀조사를 통해 대부계약 없이 무단 경작 및 점유하거나 불법 시설물을 설치하는 등 일부 위법 사항에 대해서는 대부료의 120%에 해당하는 변상금을 부과·징수하고 원상복구를 명령할 예정이다.

변상금 납부 후 대부가 가능한 공유재산은 대부계약을 체결한 후 사용하게 할 계획이며, 일반재산이지만 행정목적으로 직접 사용하는 재산은 용도변경을 수반하도록 하게 하고, 목적 상실 행정재산에 대해서는 행정절차에 의거 용도폐지 등을 통해 활용방안을 모색하고자 한다.

강릉시 관계자는 “이번 공유재산 정밀조사를 통해 공유재산의 사유재산화를 방지할 수 있으며 유휴상태를 파악하여 공유재산에 대한 활용방안을 검토하는 등 시유재산에 대한 보다 적극적인 관리가 이루어질 것으로 기대한다”고 말했다.
