[김일웅 기자 = 경기북부/강원] 6월 30일 캠코(한국자산관리공사)는 자산매입 후 임대(Sale&Lease Back) 프로그램의 지원을 받은 중소기업 A사가 우선매수권을 행사해 조기에 경영정상화에 성공했다고 밝혔다.

 

캠코의 자산매입 후 임대(S&LB) 프로그램은 일시적으로 유동성 위기를 겪고 있는 중소기업의 공장, 사옥 등 자산을 매입한 후 재임대해 주는 프로그램이며, 이를 통해 중소기업은 계속적인 영업을 영위하면서 적기에 유동성을 지원받을 수 있게 된다고 했다. 

 

S&LB 프로그램을 지원받은 후 경영이 정상화 되는 경우, 중소기업은 캠코에 매각한 자산을 5년 이내에 우선적으로 매수할 수 있는 권리(우선매수권)가 주어진다고 했다. 

 

금번 경영정상화에 성공한 A사는 6월 30일 우선매수권을 3년 10개월 만에 조기에 행사해 매각된 자산을 재매입할 수 있게 됐으며, 그 만큼 본 프로그램을 통해 지원받은 후 A사의 경영이 빠른 시일 내에 정상화 되었다는 것을 의미한다고 전했다.

 

또한, A사가 자산을 재매입할 경우 기존에는 취득세 4.6%를 부담해야 했으나, 지난해 지방세특례제한법 개정으로 취득세를 전액 면제받을 수 있게 됐다고 했다. 

 

이를 통해 A사는 약 3억원 규모의 취득세 전액을 면제받았으며, 이는 작년 12월 개정 이후 취득세를 면제 받고 우선매수권을 행사한 첫 번째 사례여서 그 의미가 더욱 크다고 했다.  

 

이번에 우선매수권을 행사한 A사는 지난 2018년 캠코에 도움을 요청한 경상남도 양산시 소재의 중소기업이며, A사는 다국적 기업과의 장기간 거래관계를 기반으로 안정적인 영업활동을 유지했으나, 신규 사업부지 공사 지연에 따른 금융비용 증가와 영업 차질로 일시적인 유동성 위기를 겪게 됐다고 했다.

 

캠코는 A사의 안정적인 영업기반과 경영정상화 가능성을 높이 평가해 S&LB 프로그램을 통한 지원을 결정했으며, A사는 부동산 매각대금 60억원으로 담보 차입금 상환은 물론 운영자금도 확보해 일시적 유동성 위기를 성공적으로 극복했다고 전했다.

 

A사는 캠코의 유동성 지원으로 2017년 218억원이던 매출이 2021년 269억원으로 확대됐으며, 손익도 2017년 3억원에 불과했으나 2021년에는 27억원을 기록하며 큰 폭으로 개선됐고, 부채비율 또한 2017년 221%에서 2021년 114%로 감소하는 등 조기에 경영정상화에 성공하게 됐다고 했다.

한편, 캠코는 지난 2015년부터 S&LB 프로그램을 통해 64개 기업에 8,016억원의 유동성을 공급해 5천 7백여명의 고용유지를 돕고 있으며, 그 중 우선매수권 행사 기업은 이번이 네번째라고 전했다.
