[남상훈 기자] 지난 24일 캠코는 캠코양재타워에서 한국채무자회생법학회, 중소기업을 돕는 사람들과 함께 '2023년 워크아웃제도의 현황과 발전방향 세미나'를 개최했다고 밝혔다. 

이번 세미나는, 정책금융기관, 학계, 법률전문가 등이 그간 국내의 워크아웃제도 성과를 상호 공유하고 해외사례를 분석해 경영위기를 겪는 워크아웃기업에 대한 지원확대 방안을 함께 논의하기 위해 마련됐다. 

세미나는 총 2부로 진행됐으며 제 1부에서는 정책금융기관인 한국산업은행 양재호 실장과, 중소기업은행 우창훈 부장이 국내 워크아웃제도의 개념과 체계, 그간 워크아웃 제도의 성과, 기업구조조정촉진법 연장 필요성 등에 대해 발제했다. 이어 한국법제연구원 장원규 박사, 일본비교법연구소 이현정 박사는 각각 독일과 일본의 워크아웃제도에 대해 소개했다. 

이어진 제 2부에서는 김앤장법률사무소 임치용 변호사의 회생절차와 워크아웃제도의 비교를 주제로 시작됐다. 이어 공동 개최를 맡은 중소기업을 돕는 사람들 장명식 이사는 -신규·정책자금 지원, -조세채권도 일반채권과 동일하게 워크아웃 동참, -컨설팅과 같은 비재무적 지원 등 워크아웃 기업의 현장 목소리를 전달했다. 

또 다른 공동 개최 기관인 한국채무자회생법학회 박승두 교수는 -회생절차와 워크아웃제도의 조화, -채권행사 유예 요청제도 강화, -반대매수청구권 제도 개선, -소규모 신규자금 지원 절차 간소화 등 워크아웃제도의 발전방향에 대해 발표했다.

마지막으로 캠코 한덕규 처장이 캠코가 워크아웃 전 단계에 걸쳐 기업과 동행하며 일시적으로 경영애로를 겪고 있는 기업의 경영정상화를 지원하는 ‘기업턴어라운드 동행 프로그램’을 소개했다. 이 프로그램은 '기업구조조정 촉진법'에 따른 신용위험평가 C등급 기업 및 워크아웃 절차를 진행 중이거나 종결한 기업을 대상으로 한다. 

세미나에 참석한 원호준 캠코 기업지원본부장은 “전문가들과 함께 워크아웃제도 전반에 대해 심도 있는 논의를 할 수 있었다”며, “일시적 경영애로를 겪고 있는 중소기업의 경영정상화를 위해 '기업구조조정 촉진법'의 역할이 점점 중요해지고 있는 상황에서 캠코의 ‘턴어라운드 동행 프로그램’이 워크아웃 기업의 조기 정상화를 촉진하는 마중물이 되길 바란다”고 말했다.

한편, 캠코는 지난 2018년부터 ‘캠코 기업구조혁신지원센터’ 개소와 함께 '기업구조혁신포럼'을 창립해 매년 정기 포럼을 통해 기업구조조정 현안과제 및 정책연구, 중소기업 재기지원 연구 등 경영위기 기업의 재기와 경제 활성화 방안 마련에 기여하고 있다.
