[김일웅 기자 = 경기북부/강원] 권남주 캠코(한국자산관리공사) 사장은 지난 27일 ‘자산매입 후 임대프로그램(Sale&Lease Back)’ 지원대상 중소기업인 ㈜일성하이스코(울산 온산국가산업단지내 소재)를 방문해 현장의 목소리를 청취하고 지원방안을 모색했다.

권 사장은 이 날 (주)일성하이스코와 ‘자산매입 후 임대(Sale&Lease Back, S&LB) 프로그램’을 통한 자산 매매․임대차 계약을 체결하고, 기업 관계자들과 현장 간담회를 열었다. 

간담회에서 권 사장은 중소기업의 애로사항과 건의사항을 직접 듣고, 지원 제도의 사각지대 여부, 또 추가 지원 필요성 등에 대해 다양한 의견을 나눴다.

이번에 S&LB 지원을 받게 된 ㈜일성하이스코는 1984년 설립된 LNG, 석유화학 플랜트 모듈, 부품 설계․생산 분야에서 핵심기술을 보유한 강소기업이다. 하지만, 2000년대 후반 키코(KIKO) 사태 등으로 인한 손실로 인해 2012년 회생절차에 들어갔다.

기업은 2016년 회생종결 후 체질개선을 통해 지속적인 영업이익을 실현하는 등 전환점을 맞고 있으나, 만기 도래 회생 담보채무 상환 및 수주 증대에 필요한 추가 유동성을 확보하기 위해 캠코에 도움을 요청하게 됐다.

이에 캠코는 자산매입 후 임대프로그램을 통해 기업이 보유한 공장을 매입해 재임대하는 방식으로 유동성과 계속 영업을 지원하게 됐다. 

캠코의 지원을 통해 회사는 회생 담보채무 적기 상환이 가능해져 안정적인 영업활동을 영위하는 것은 물론, 유동성 확보 및 부채비율 감소(247%→27%) 등 재무구조도 개선돼 지속 가능한 성장 발판을 마련할 수 있게 됐다. 

일성하이스코 관계자는 “캠코의 S&LB 지원이 현재 회사가 주력하고 있는 친환경 LNG 플랜트 수주에 큰 도움이 될 것으로 기대하고 있다”며, “회생절차 동안 많은 어려움이 있었지만, 캠코 지원을 발판으로 다시금 일류기업으로 도약 할 계획“이라며 포부를 전했다. 

권남주 캠코 사장은 “고금리, 고환율, 고물가 등 악화된 경제 환경에서 중소기업이 느끼는 어려움이 가중되고 있다”며, “오늘 논의된 현장의 목소리를 적극 반영해, 정상화 가능성이 높은 중소기업들이 조속한 경영정상화를 이룰 수 있도록 지원을 강화하겠다”고 말했다.

한편, 캠코는 지난 ’15년부터 S&LB 프로그램을 통해 69개 기업에 9,089억 원의 유동성을 공급해 5,949여 명의 고용유지를 돕고 있다.
