[김현우 기자 = 경기북부/강원] 동해시는 13일 동해시청 2층 회의실에서 ㈜더씨뷰로부터 주민제안서 접수에 따른 보고회를 개최했다고 밝혔다.

주민제안은 골프장 조성 지구단위계획구역 지정을 위한 인·허가 절차라고 전했다.

㈜더씨뷰는 지난해 10월 21일 동해시와 망상골프장 조성사업에 대한 업무협약을 체결하고, 2024년까지 망상동 산97번지 일원 1,202,201㎡ 부지에 18홀 규모의 골프장 및 숙박시설 등 1,400억원을 투자할 예정이라고 했다.

당초 ㈜더씨뷰는 지난해 11월부터 27홀 규모의 골프장을 조성하기 위해 토지 협의에 나섰으나, 일부 부지에 대한 협의가 불발되면서 18홀 규모로 사업을 우선 추진하고, 향후 인접 토지 소유자와 협의 결과에 따라 27홀 규모로 확대한다는 계획이라고 했다.

현재까지 사업 대상 토지의 68.4%에 대한 동의를 받아 지구단위계획 주민제안 요건을 충족해 주민제안서를 제출했으며, 이번 주민제안서 제출에 따라 7월부터 주민제안 입안 및 환경영향평가 등 인․허가 절차와 병행해 토지계약에 들어갈 예정이라고 했다.

동해시는 주민제안서를 검토해 입안 여부를 결정하고, 신속한 인·허가 절차 등 원활한 사업 추진을 위한 적극적 행정 지원을 실시한다는 방침이라고 전했다.

심규언 동해시장은 “망상 지역에 골프장이 조성되면 일자리 창출과 지역경제 활성화, 인근 지역 투자 여건 개선 등 지역발전과 함께 체류형 관광 도시 조성에 크게 일조할 것으로 기대된다”며, “원활한 사업 추진을 위해 적극 지원하겠다”고 말했다.
