[남상훈 기자 = 경기북부/강원] 동해시는 올해 현장중심·수혜자 중심의 적극행정 규제혁신으로 지역경제 활력을 증진시키기 위해 '2022 규제개혁 추진계획'을 실시한다고 밝혔다.

우선, 현장 기업에 직접 뛰어들어 목소리를 듣고 개선하는 ‘찾아가는 규제신고센터 운영’, 지역 균형발전 전략과 연계한 ‘테마형 규제 발굴’, ‘일상생활속 불편규제 개선’ 등을 추진하며, 신산업 시장 접근성 향상 및 지역산업 활력 증진을 위해 先허용-後규제인 '포괄적 네거티브 규제방식' 전환을 확산할 방침이고 이를 위해 규제입증책임제 활성화, 등록규제 정비 등 불합리한 자치법규를 정비해 지역산업을 활성화하고 일자리 창출을 유도한다는 계획이라고 했다.

이 밖에도, 직원들의 규제개혁 역량강화 및 규제해소 우수사례 발굴을 위해 타시군 벤치마킹, 규제개혁 역량강화 교육 등을 실시하고 적극행정 우수공무원에 대해서는 인센티브 지원 등 사기진작을 통해 자발적인 규제개혁 발굴이 이뤄지도록 유도할 예정이며, 지난 2020년 도내에서 유일하게 지방규제혁신 우수기관 재인증을 받고, 우수사례 및 각종 규제 관련 과제 발굴, 자치법규 정비, 찾아가는 규제신고센터 운영 등으로 지난 2021년 강원도로부터 최우수 기관으로 선정되기도 했고 지난2021년 12월에는 대한민국 지방자치 혁신대상 종합대상과 최고 혁신단체장상을 동시에 수상하는 등 강원도와 정부로부터 규제혁신 추진성과를 꾸준히 인정받고 있다고 전했다.

심재희 기획감사담당관은 “앞으로도 지속적으로 시민의 삶이나 기업활동을 불편하게 하는 규제를 적극적으로 발굴ㆍ개선하여 일하기 좋은 도시, 정주하기 좋은 도시로 거듭날 수 있도록 최선을 다하겠다”고 말했다.
