[김현우 기자 = 경기북부/강원] 포천시청소년교육문화센터에서는 관내 청소년을 대상으로 지방자치단체의 예산 운용에 대한 이해 향상을 위해 주민참여예산교육을 활용한 청소년참여예산교육 “내돈내산‘ 참가 청소년을 모집한다고 밝혔다.

주민참여예산제도란 지방자치단체의 예산편성-집행-결산-환류까지 모든 예산 과정에 주민이 참여하는 제도로, 주민이 직·간접적으로 참여하고 예산집행 과정을 들여다볼 수 있고, 예산의 투명성과 공정성을 위한 제도라고 했다.

오는 3월 26일 토요일에 진행하는 청소년참여예산교육 프로그램 ’내돈내산‘은 청소년의 시선에 맞춘 맞춤형 교육을 통해 주민참여예산제도의 이해와 필요성을 시사하고 나아가 지역사회 내 필요한 정책사업을 발굴할 수 있도록 다양한 교육의 기회를 제공해 청소년의 권리를 증진하고 민주시민으로서의 성장 지원을 목표로 운영한다고 헸디.

참가대상은 포천시 관내 거주하는 12세~24세 청소년 12명이며, 모집기간은 지난 3월 17일부터 오는 3월 25일까지이고, 교육 신청은 청소년교육문화센터 홈페이지에서 접수가 가능하다고 전했다. 

포천시 관계자는 “청소년도 참여하는 시민으로서, 참여의 기회를 보장하고 주민참여예산제도 교육을 통해 청소년 스스로가 정책변화를 체감하고 자치역량을 강화하기 위해 실시하게 됐다.”라며 “청소년들의 많은 참여를 위한 격려와 지지를 부탁드린다.”라고 말했다.
