[안종욱 기자 = 경기북부/강원] 지난 10월 26일 오후 3시, 가평군지역사회보장협의체는 설악면 복지회관 2층 대회의실에서 지역사회보장협의체 이영재 민간위원장, 가평군의원 이상현, 복지정책과장 지병록 등 지역주민 40여명이 참석한 가운데 설악면 마을복지계획 수립을 위한 주민 공청회를 개최했다고 밝혔다.

이번 주민 공청회는 행정안전부․보건복지부의 '2021년 주민자치형 공공서비스 구축사업 찾아가는 보건복지서비스 매뉴얼'에 따른 주민 주도 마을복지계획으로 가평군의 6개 읍·면 중 2020년 조종면을 필두로 설악면이 두 번째로 마을복지계획을 수립하였으며 나머지 읍·면에서도 순차적으로 진행될 예정이라고 했다. 

마을복지계획 수립을 위해 설악면은 지난 2월 지역사회보장협의체위원, 이장, 주민자치위원, 명예사회복지공무원, 관계공무원 등 31명의 TF-TEAM을 구성하였으며 3월에서 5월까지 주민들의 복지욕구 파악을 위해 설문조사를 실시한 후 5월에서 7월까지 총 3회의 워크숍을 통해 욕구조사 통계분석, 복지의제 발굴, 사업계획서 작성을 하여 최종 7가지의 설악면 복지 의제를 도출하였으며 이번 공청회를 통해 도출된 의제에 대한 사업내용소개, 사업우선순위선정, 주민의견수렴을 하는 시간을 가졌다고 전했다.

지병록 복지정책과장은 “주민들이 적극적으로 참여하여 마을복지계획을 수립하는 것이 쉬운 일이 아님에도 직접 해냈다는 것이 대단하다”며 “지역을 가장 잘 아는 주민 스스로가 수립한 마을복지계획을 통해 바람직한 복지안전망이 구축될 것으로 기대한다”고 말했다. 

이범주 설악면장은 “설악면 마을복지계획 수립과정에서 설악면 주민의 다양한 생각과 관점을 공유하고 좀 더 소통할 수 있는 계기가 되었으며 앞으로도 주민이 주도적으로 지역문제를 해결하고 참여하는 기반을 마련할 수 있도록 최선을 다하겠다”고 전했다.

한편 설악면마을복지계획은 이날 최종 투표를 통해 득표수 총합이 많은 순으로 사업을 선정하여 마을복지계획 추진단 및 지역사회보장협의체 등 인적 안전망과 관련 기관 등의 협업을 통해 2022년 설악면 마을복지계획 사업으로 추진할 예정이라고 했다.
