[김현우 기자 = 경기북부/강원] 강원도(농정국)는 성공적인 특별자치도 출범(2023. 6. 11.)에 앞서  ‘강원도 농축산자치권 확대’를 통한 특별법 개정 완성도를 높이기 위해 『강원특별자치도 출범대비 농축산분야 특별법 대응 교육』을 오는 17일 강원대학교 미래도서관 정강홀에서 개최한다고 밝혔다. 

이번 행사는 특별자치도 출범을 위해 실질적으로 적용할 수 있는 지방이양사무와, 규제개선, 강원도의 특색이 담긴 특례 법안을 발굴하고자 마련된 것으로 도 및 시군 공무원, 유관기관 관계자 등 150여명이 참여하는 특강 방식으로 진행될 예정이며, 강의는 제주연구원 농축산분야 특별법 개정을 담당한 윤원수 책임연구원과 안경아 책임연구원이 ▲제주특별자치도 제도개선 과정 ▲제주특별법 농축산분야 권한 이양 등 활용 방안 등을 주제로 발표할 계획이다. 

강원도에서는 이번 특강을 시작으로 제주특별법 농축산분야 주요 특례를 검토하여 강원도에 적용 가능한 특례를 우선적으로 발굴하고, 분야별 대응전략 마련하여 강원특별자치도 농․축산 분야의 제도적 기반을 다질 계획이다. 

아울러 도·시군유관기관 관계자, 각 분야별 전문가들과 실행가능 여부를 면밀히 검토하여 관계부처를 설득할 수 있는 논리를 개발하는 등 향후 입법에 선제적으로 대응해 나갈 예정이다.  

김진휘 강원도 농정국장은 “유관기관과 전문가 의견 수렴, 특별자치도 추진단과의 긴밀한 협조를 통해 농·축산분야 도정 주요과제와 지역별 역점사업, 선행 규제를 초기에 발굴하고 단계별로 발전시키겠다. 특히, 2023년 6월 11일 시행되는 「강원특별법」 입법까지 전력을 다할 계획이다”라고 밝혔다.
