도시재생예비사업은 도시재생 뉴딜사업에 참여하기 위한 준비 사업으로, 동해시는 이번 사업을 통해 송정지구 도시재생 뉴딜사업 공모를 위한 기틀을 마련한다는 방침이라고 했다.

동해시는 국비 2억원을 포함 총 4억원의 예산을 투입, 22년 1월부터 12월까지 1년간 송정시장 일대에 하우스막걸리 제조 및 체험·판매할 수 있는 거점시설을 조성하고, 골목길 정비와 주민역량강화사업 등을 시행할 예정이라고 전했다.

주요 사업 내용은 송정시장 내 지역 연고 산업인 100년 전통의 송정막걸리 제조기술을 기반으로 하우스막걸리를 제조․체험할 수 있는 막걸리학교를 구축하고, 주민 대상 막걸리 제조 교육과 시제품 발굴, 체험 프로그램 및 축제 콘텐츠 개발 등을 추진하게 된다고 했다.

또, 막걸리를 주제로 한 벽화와 포토존 설치 등 주변 골목을 레트로풍의 주막거리로 특색있게 조성해 KTX 이용객 등 새로운 고객층 유입을 위한 주변 환경정비와 골목상권 활성화 사업도 실시한다고 했다.

장인대 도시재생과장은 “도시재생예비사업은 지역주민이 자발적으로 계획을 수립하고 소규모 점단위 사업에 참여토록 하여 주민이 도시재생사업의 주역이 될 수 있도록 지원하는 사업인 만큼, 이번 사업의 경험을 토대로 주민 역량을 강화하고 지역 거버넌스를 구축하여 도시재생 뉴딜사업으로 발전해 나가길 기대한다”고 말했다.

한편, 도시재생예비사업은 10인 이상 지역 주민이 단기(1년 이내)에 완료할 수 있는 소규모 도시재생사업을 발굴하고, 이를 지자체에 신청하면 국토부의 평가․심사를 거쳐 국비를 지원(1곳 최대 2억원)하는 사업이라고 했다.

2022년 도시재생예비사업에는 전국 133곳이 신청한 가운데 최종적으로 105곳이 선정됐으며, 그 중 강원도는 동해시 송정지구를 포함 총 13곳이 선정됐다고 했다.

아울러 동해시는 지난 16일 (사)도시재생협치포럼이 주최하는 ‘제8차 도시재생 광역협치포럼’ 일자리창출 부문에서 최우수상을 수상한 바 있다고 전했다.
