[남상훈 기자 = 경기북부/강원] 21일 최문순 화천군수와 이상헌 원주지방국토관리청장, 정형교 홍천국토관리사무소장은 화천군에서 스마트 복합쉼터의 원활한 조성을 위한 업무 협약식을 개최했다고 밝혔다. 

각 기관은 협약식에서 도로 이용자들에게 안전하고 쾌적한 쉼터를 제공하고, 지역주민들의 복지와 경제 활성화에 기여할 수 있는 스마트 복합쉼터 조성을 위해 각자 맡은 역할을 충실히 이행하고, 긴밀히 협력해 나가기로 약속했다. 

협약에 따르면, 원주지방국토관리청은 도로관리청으로서 사업 시행에 필요한 제반 업무를 지원하며 홍천국토관리사무소는 쉼터 조성사업의 기본 및 실시설계, 사업비 위탁 및 집행과 점검을 담당하고, 쉼터 조성 후 유지관리 상태를 점검하게 되며 화천군은 쉼터 조성을 위한 보상 등 부지확보, 쉼터 내 건축의 시행 및 관리 감독, 편의시설의 운영 및 유지관리를 맡기로 했고 세 기관은 협약의 원활한 추진을 위해 실무협의회를 구성해 정기적으로 진행상황을 논의하자는데 뜻을 모았다. 

총 30억원의 투입되는 화천 평화생태 스마트 복합쉼터는 오는 2024년까지 국도 5호선이 지나는 화천군의 관문인 하남면 원천리 일대 1만1,730㎡에 건립된다.

쉼터는 운전자 휴게소 기능 뿐 아니라 주차장, 화장실, 편의점, 무인카페, 야생화 공원, 식당과 전시공간, 화천홍보 스토어, 작은 목욕탕 등 지역주민들을 위한 편의시설도 갖출 전망이며 산천어축제 관광객을 비롯한 일반 운전자의 이용이 크게 늘어날 것으로 예상되고 북한강 탐방로 등 지역 관광자원과의 연계도 이뤄지게 된다. 

최문순 화천군수는 “이번 협약을 통해 화천 평화생태 스마트 복합쉼터가 예정대로 2024년까지 건립될 수 있을 것”이라며 “화천을 찾는 운전자와 관광객들의 편의 뿐 아니라 지역경제에도 도움이 될 것으로 기대한다”고 말했다.
