[장선희 기자 = 경기북부/강원] 의정부시 의정부1동은 실직·폐업, 중한질병, 공과금 체납 등 갑작스러운 위기상황에 놓인 시민들을 발굴하여 지원하기 위해 민·관이 협업하여 ‘다함께 찾고 살피고 보듬는' 복지 현미경 사업을 추진하고 있다고 밝혔다. 

저출산·고령화 등 사회구조의 변화와 더불어 실직, 휴폐업, 질병, 소득상실 등으로 인한 가족해체 및 사회적 고립의 위험이 증가하며 현행 발굴체계를 보완하기 위한 노력이 필요해졌으며, 이에 주민들이 위기가구에 대해 적극적으로 제보하고 신고인식을 함양하여 촘촘한 지역주민 네트워크를 구축하기 위해 지역실정에 밝은 통장, 지역사회보장협의체, 독거노인 생활지원사를 '해피브릿지 명예사회복지공무원'로 위촉했다고 했다. 

이들은 주민등록 및 특정 취약계층 일제조사 시 도움을 주고 있으며 상시적으로도 도움이 절실히 필요하지만 충분한 보호를 받지 못하고 있는 가구가 있는지 주위를 살피고 있고, 뿐만 아니라 의정부1동은 기존 노인세대, 전입 노인세대, 비주택자 등을 대상으로 하는 자체 전수조사 사업을 추진하여 사각지대를 최소화 하기 위한 노력을 지속하고 있다고 했다.

의정부1동은 독거노인 가정을 가가호호 방문하여 말벗서비스를 제공하고 생활실태를 돌아보는 '마음빵빵, 웃음빵빵'사업을 추진하고 있으며, 2020년 동 지역사회보장협의체의 특화사업으로 선정되어 올해에도 3개 기관 지역사회보장협의체, 녹양종합사회복지관, 수요 빵 봉사회이 협약을 체결하였으며 지역주민이 모은 이웃돕기 성금을 재원으로 하고 있다고 했다. 

지역 내 수요 빵 봉사회가 빵을 만들고, 협의체 위원 및 독거노인 생활지원사가 매월 1회 독거노인 170가구를 방문하고 있고, 정기적인 가정방문으로 자연스럽게 독거노인과 협의체위원 간의 끈끈한 유대관계가 형성되고 있으며, 정서적인 지원인 말벗서비스는 물론 가정의 생활실태를 파악하여 때에 맞는 적절한 복지서비스를 제공하고 있어 어르신들에게 큰 호응을 얻고 있다고 했다. 

의정부1동은 여관·여인숙·고시원 등의 숙박업소가 의정부시 전체의 76%를 차지할 정도로 주거취약계층 다수가 거주하고 있다는 특성이 있으며, 이에 2017년, '쪽빛 희망 프로젝트'를 기획하여 올해로 5년째 사업을 지속하고 있다고 말했다.

의정부1동의 지역 특성상 숙박업소 장기거주자 및 장애인 가구가 많이 거주하고 있어 겨울철 의류 및 이불 등 부피가 큰 세탁물을 빨래하기에 어려움이 따른다고 말했다. 

2019년부터 운영한 '클린빨래방'은 수거부터 세탁·건조, 배달까지 원스톱서비스로 실시하여 거동이 불편한 가구 및 숙박업소 거주자에 큰 도움이 되고 있으며, 방문을 통해 사회적 소외감을 해소하고 복지사각지대 발굴에 기여하며 쾌적한 생활환경을 제공함으로써 주민의 복지체감도를 높이고 있다고 전했다.
