[김현우 기자 = 강릉] 강릉시는 강릉사랑상품권 발행 확대에 따른 부정유통 우려를 해소하기 위한 일제단속을 오는 25일까지 실시한다고 밝혔다.

10월 말 기준 관내 가맹점은 13,800여 개이며, 운영대행사인 코나아이와 함께 부정유통 단속체계를 구축할 계획이다.

부정유통 유형은 소위 ‘깡’으로 불리는 대리 구매 후 본인 가맹점에서 즉시 환전하는 행위, 등록 제한업종 사용 행위, 결제거부 행위 등 다양하다. 

강릉시는‘이상거래 탐지시스템’을 활용하여 상시 모니터링 후 의심 내역이 소액이고 비정기적인 경우 유선확인을, 고액이고 반복적인 경우는 현장단속을 실시한다.

단속 결과 고액·반복적 가맹점은 필요 시 소명자료 제출을 요구하고, 행위의 경중에 따라 계도, 가맹점등록 취소, 과태료 부과 등 행정처분을 실시하고 부당이득은 환수할 계획이다.

강릉시 관계자는 “부정유통 단속을 통해 지역경제 활성화에 도움이 되는 상품권의 유통질서를 확립하여 소상공인에게 실질적으로 도움이 되도록 힘쓰겠다”고 말했다.
