[남상훈 기자 = 경기북부/강원] 김동연 더불어민주당 경기도지사 후보가 ‘경기북부 도민들의 숙원’인 경기 분도를 추진하겠다고 약속했다.

 

경기북부를 제주도, 세종시와 같은 ‘특별자치도’로 조성하겠다는 구상으로, 재정자립도 향상 및 인프라 구축에 대한 집중 투자, 경기북도 공론화 위원회 설치 등 그 기틀을 마련하기 위한 로드맵도 함께 제시했다.

 

김동연 경기도지사 후보는 15일 오전 의정부시에 위치한 경기도청 북부청사 앞 경기평화광장에서 ‘경기북부 지역현안 긴급 기자회견’을 열고 이같이 밝혔다.

 

그는 “경기북부의 성장은 경기도민들의 오랜 염원”이라고 설명하면서 “경기북부는 이제 독자적인 발전의 길로 나아갈 때가 됐다”고 밝혔다.

 

인구수 약 400만명에 가까운 경기북부는 서울과 경기남부에 이어 전국에서 세 번째로 인구가 많은 곳으로 성장 잠재력이 큰 지역이라고 했다. 

 

그러나 그동안 수도권정비계획법, 군사기지 및 군사시설 보호법 등의 중첩규제에 묶여 발전에 큰 어려움을 겪었으며 이는 경기도내 지역불균형의 주요 요인으로 제기돼 왔다고 했다.

또한 경기북부에 교통 및 인프라 투자에 적극적으로 나서고 중장기적으로는 임기 내 ‘문화콘텐츠 경제특구’를 설치할 계획이며, 중앙정부로부터 규제완화와 특별 재정지원을 얻어내고, 관련 법률 개정 및 특별법 제정도 추진하겠다는 입장이라고 했다.

 

특히 주민들의 의사를 반영하고자 ‘경기북부 특별자치도 공론화위원회’를 설치하여 주민투표를 실시하겠다고 밝혔다.
