이날 좋은이웃들 봉사단 발대식에는 최용덕 시장, 한완수 회장, 지원심사단, 봉사자 일부 등 최소인원만 참석했고, 개회선언을 시작으로 국민의례, 좋은이웃들 홍보영상 시청, 개회사 및 축사, 지원심사단 및 봉사자 위촉식, 봉사자 대표 선언문 낭독의 순서로 진행됐다고 말했다.
