[김일웅 기자 = 경기북부/강원] 5월 4일 북부지방산림청은 2021년 처음 도입․시행한 ｢분할지급형 사유림매수제도｣를 금년 매수물량을 확대하여 본격적으로 추진함에 따라 인제 자작나무숲에서 홍보 캠페인을 실시했다고 밝혔다. 

｢분할지급형 사유림매수제도｣는 매매대금(감정평가액)을 일시에 지급하는 기존 “(일시지급형)사유림 매수제도”와 달리 매매대금을 10년간(120개월) 월단위로 나누어 연금처럼 지급하는 제도로, 금년에는 전년 대비 예산을 2배 가량 확보하여 약 262ha의 사유림을 매수할 계획이라고 했다. 

분할지급형 사유림매수 시에는 장기간에 걸쳐 매매대금을 나누어 지급함에 따라, 매매대금 외에도 이자액과 지가상승분에 해당하는 금액을 추가로 지급하게 된다고 했다.

｢분할지급형 사유림매수제도｣는 타 분야에서는 이미 자리 잡은 농지연금과 주택연금과 같이 개인이 보유한 사유재산을 활용하여 산주에게 10년간 일정 소득을 안정적으로 제공하는 제도로, 산림 소유자들에게는 새로운 소득 창출의 기회로 활용될 수 있을 것으로 기대된다고 했다. 

｢분할지급형 사유림매수제도｣를 통해 가지고 있는 산림을 매도하고자 하는 경우, ‘북부지방산림청 홈페이지 → 북부청소식 → 공고’에 게시된 관련 공고문을 참조하여, 매도하려는 산림이 소재하고 있는 행정구역을 관할하는 국유림관리소에 사전 상담을 거쳐 참여할 수 있다고 전했다.
