[남상훈 기자 = 경기북부/강원] 태백시가 지난해 지역교육발전 기금 및 에너지 약자 지원을 위해 추진한 육상풍력 최초의 주민 참여형 사업인 가덕산풍력발전단지 1단계 사업에 25억원(10%)를 출자하여 최근 3억 5천만원을 배당받았다고 밝혔다. 

이는 출자액 대비 14%에 해당하는 수익으로 현재 금융권 이율이 약 1.3~1.5%인 점을 감안 하면 약 열 배에 가까운 투자 수익이며, 특히 현재 추진 중인 가덕산풍력발전단지 2단계 사업 출자금(40.7억)이 정산되는 올해 하반기에는 약 8억5천만원 가량의 세외수입이 추가 확보될 것으로 기대되고 향후 추진될 가덕산풍력발전단지 3단계 사업에도 추가 출자해 더 많은 배당수익금을 확보할 계획이라고 했다. 

또한 지역의 공공자원인 풍력자원에서 발생하는 수익을 지역주민들에게 돌려주기 위해 지난해 11월 제정한 ‘태백시 풍력자원 공유화 기금 조례’의 본격적 시행을 위해, 현재 운영 중인 풍력발전 관계자의 적극적인 협조로 올 하반기부터 기금을 조성해 꼭 필요한 곳에 활용할 계획이라고 전했다.   

태백시장은 “배당수익, 기부금 등으로 기금을 조성하여 주민참여형 사업의 확대 및 교육발전기금 조성, 에너지 약자 지원 등 신재생에너지를 통한 지역 내 상생발전을 위해 더욱 노력하겠다”고 말했다.
