[김현우 기자 = 경기북부/강원] 동해시의회는 2월 4일부터 오는 2월 11일까지 8일간의 일정으로 제315회 동해시의회 임시회를 개회했다고 밝혔다. 

이번 임시회에서는 2022년도 시정 업무계획에 대한 보고를 청취하고 각종 의안을 심의하게 된다고 전했다.

김기하 의장은 개회사를 통하여 “영월~삼척 구간 고속도로 건설사업이 정부 제2차 고속도로 건설계획 중점사업으로 확정된 것을 적극 환영하며, 예비타당성조사 면제와 양방향 동시 착공으로 조기에 완전 개통할 수 있도록 힘을 보태겠다”고 약속했으며, “위드 코로나에서 다시 사회적 거리두기 강화 여파로 경제적 어려움을 겪고 있는 소상공인·자영업자들이 피부로 느낄 수 있는 실질적 대책을 마련할 수 있도록 의회의 모든 역량을 집중하겠다”고 말했다.

또한 박남순 의원은 10분 자유발언을 통해, ‘맑은 공기를 마시며 좋은 생태환경인 동해시에서 평생 살자!’ 라는 의제로 ”고농도 미세먼지 저감대책을 위해 미세먼지와 대기오염원으로부터의 불안을 녹색환경으로 탈바꿈하자“고 호소했다.

이어서,「동해시 민원처리 착오 및 지연보상에 관한 조례안」등 의안 7건을 심의했다고 전했다.

최석찬 의원은 집행부에서 발의한 「동해시 국가보훈대상자 예우 및 지원에 관한 조례 일부개정안」에 대해 ”삼척시, 강릉시 등 인근 시군과 보훈명예수당 등이 차이가 있는 것으로 안다. 차등없이 균등하게 지급될 수 있도록 상급 기관에 건의안 제안하는 등 대책을 강구하기 바란다“고 요청했다.

임응택 의원은 동해시의 각종 민원업무 및 그 밖의 행정처리 과정에서 착오나 처리지연으로 시간적·경제적 불이익을 받는 민원인에게 금전적 보상을 함으로써 책임행정과 봉사행정을 실현하고 시민의 권익을 보호하고자「동해시 민원처리 착오 및 지연보상에 관한 조례안」을 발의했다고 했다.

이에 대해 박주현 의원은「동해시 행정서비스헌장제 운영 조례」를 언급하며, 향후, 중복·유사한 조항은 삭제하고 세부기준 등 부족한 부분은 규칙으로 정하는 등 불필요한 조례는 폐지해야 한다고 건의했다고 했다.

최재석 의원은 ’삼화유원지 내 건축물 및 액티비티 체험시설물 기부채납‘과 관련하여 “협약사업비를 예산에 편성해서 집행하는 것과 조성 후 기부채납 받는 것에 있어 각각 장·단점이 있겠으나, 절차상 복잡하더라도 예산에 편입하여 시에서 직접 집행하는 것이 바람직하다고 생각한다”며 향후 유사한 사례 발생 시 심도있는 검토를 촉구했다고 전했다.
