[김일웅 기자 = 경기북부/강원] 1일 포천시의회는 제161회 제2차 정례회를 개회하고 16일간의 의사일정에 돌입했으며, 제1차 본회의에 앞서 연제창 의원은 ‘6군단 부지 반환 촉구와 관련’하여 5분 자유발언을 펼쳤다고 밝혔다.

이번 제2차 정례회에서는 내년 1월 지방자치법 전부개정 시행에 따라 임종훈 의원이 대표 발의하는 ‘지방자치법 개정사항 반영을 위한 포천시의회 위원회 조례 등 7개 조례 일부개정을 위한 조례안’, 송상국 의원이 대표 발의한 ‘포천시 주민조례발안에 관한 조례안’, 연제창 의원이 대표발의한 ‘포천시의회 지방공무원 여비 조례안’, 조용춘 의원이 대표 발의한 ‘포천시의회 공무원 후생복지에 관한 조례안’, 강준모 의원이 대표 발의한 ‘포천시의회 지방공무원 근무 규칙안’, 손세화 의원이 대표 발의한 ‘포천시의회 사무기구 직무대리 규칙안’, 박혜옥 의원이 대표 발의한 ‘포천시의회 비위공직자의 의원면직 처리 제한에 관한 규칙안’ 등 36건의 조례·규칙안과 ‘2022년도 본예산안’ 4건 등 총 51건의 상정 안건을 심의할 예정이라고 했다.

오는 15일과 16일에는 시정에 관한 질문 및 답변을 통해 포천시 시정운영에 대한 계획과 문제점, 개선방향을 함께 모색할 계획이라고 전했다.

의장 직무대리 송상국 부의장은 개회사를 통해 “지방자치법 전부개정으로 내년 1월 13일부터 주민이 직접 조례 발의를 통해 자치행정에 참여할 권리가 확대되고, 중앙정부와 지방자치단체는 지도, 감독 등 상하관계가 아닌 균형발전을 위한 동반자적 협력관계가 될 것”이라며 “지방의회 표결 방법을 기록표결 원칙을 도입함으로써 의정활동의 투명성과 책임성이 강화되고, 주민의 대의기관인 지방의회 사무기구의 인사권 독립과 정책지원 전문인력 도입으로 지방의회의 위상과 역할도 공고해지는 등 자치분권 시대를 여는 전환점을 맞이하게 됐다”고 말했다.
