[김일웅 기자 = 경기북부/강원] 18일 의정부시의회는 제314회 임시회 제1차 본회의를 열고 제8대 의회 마지막 회기 일정에 돌입했다고 밝혔다.

오범구 의장은 개회사를 통해 “이번 임시회는 제8대 의회의 마지막 회기로, 지난 4년간 시민의 대의기관으로서 소임을 다할 수 있도록 아낌없는 성원을 보내주신 시민 여러분께도 감사를 드린다”라고 소감을 밝혔다.

제1차 본회의에서는 안건처리에 앞서 이계옥, 박순자 의원이 각각 5분 자유발언을 했다고 전했다.

이번 임시회에서는 20일까지 상임위원회별로 2022년도 제3회 추가경정예산안과 조례안 및 그 밖의 안건 등 총 27개의 안건을 심사하고, 20일 예산·결산특별위원회를 열어 상임위 심사를 거쳐 올라온 추가경정예산안을 종합심사할 예정이라고 했다. 

회기 마지막 날인 21일 제2차 본회의에서는 상임위에서 심사 보고된 안건을 의결하고 회기를 마무리한다고 전했다.

오범구 의장은 본회의를 마무리하면서 “제313회 임시회의 제2회 추가경정예산안 심의와 관련하여 시의회는 긴급성과 필요성이 충분히 소명되지 못했다고 판단하여 일부 예산을 삭감한 바 있다”며 “이와 관련하여 일부 언론에서 시의회가 지방재정법을 위반하였다는 취지의 보도가 있었지만, 이는 관련 법령에 대한 잘못된 해석에서 비롯된 것으로 생각한다. 지방재정법상 미집행된 성립전예산에 대한 의결 의무는 규정하고 있지 않기 때문이다. 또한 추가경정예산안 심의 과정에서 선집행의 필요성을 집행부에서 설명하지도 않았을 뿐 아니라 지방자치법 관련 규정에 따른 재의요구도 하지 않았다”라고 말했다.

이어 “후반기 의장으로서 항상 시의회와 집행부 간 소통의 중요성을 강조해왔음에도 소통 부재로 인해 시의회와 집행부가 갈등하고 반목하는 것으로 비치는 것 같아 너무 안타깝다. 다음 제9대 시의회와는 집행부가 원활한 소통과 화합을 통해 의정부시 발전을 위해 함께 매진해나가길 바란다”라고 당부했다.
