지난 11월 30일 이한규 행정2부지사와 윤화섭 안산시장, 심창보 포천시 부시장, 장기진 경기주택도시공사 경제진흥본부장은 경기도청 상황실에서 이 같은 내용의 ‘경기도형 지역균형개발 산업단지 2차 조성사업 업무협약’에 서명했다고 전했다.

‘경기도형 지역균형개발 산업단지’는 개발수요가 풍부한 지역의 산단 개발이익을 상대적으로 산업기반이 열악한 지역 산단에 투자하는 ‘산단 결합개발’ 사업으로, 지난 2019년 전국 최초로 도입했다고 했다.

앞서 경기도는 1차 시범사업을 통해 평택 진위테크노밸리 일반산단의 개발이익을 활용, 사업시행자 부재로 10년여 간 장기 지연됐던 파주 법원1 일반산단 개발 문제 해소의 단초를 마련하는 성과를 이뤄낸 바 있고, 이번 2차 사업 대상지는 GH의 사전 기초용역을 통해 시군 참여 의향, 개발 여건, 손실보전 효과 등을 종합적으로 평가해 선정됐다고 전했다.

이에 따라 경기남부의 안산시 단원구 일원 61만㎡를 수익산단으로, 경기북부 포천시 소흘읍 일원 38만㎡를 손실산단으로 정해 사업을 추진하며, 오는 2025년까지 산단계획 심의 등 각종 인허가 절차를 거쳐 2030년 준공을 목표로 2026년 착공에 들어간다는 계획이라고 했다.

경기도는 이번 사업으로 우리나라 대표 산업도시인 안산시는 산업기반시설을 더욱 확충하고, 여기서 얻은 개발이익을 포천시에 투자해 경기 남·북부 지역균형발전을 이끄는 거점 역할을 할 것으로 기대하고 있는데, 구체적으로 약 1조 7천억 원의 생산유발 효과와 약 4천 7백여 명 가량의 고용 창출 효과가 발생할 것으로 도는 추산했다고 전했다.
