[김현우 기자 = 경기북부] 경기도는 가축전염병 확산을 예방하기 위해 미등록 축산차량 자진 등록 기간을 오는 5월 1일~6월 31일까지 운영하고, 7월부터 단속을 강화한다고 25일 밝혔다.

단속 대상이 되는 차량은 축산시설을 출입하는 가축·원유·알·동물 의약품·사료·가축분뇨·퇴비왕겨·난좌, 가금 출하·상하차 인력 등을 운반하는 차량과 인공수정·컨설팅·시료 채취·방역·기계 수리를 위해 출입하는 차량 등이다. 

축산시설 내부의 운영·관리를 위한 화물차량도 단속 대상에 포함되며, 최근 가축전염병예방법 개정으로 축산시설 소유자의 승용차, 승합차도 오는 10월 19일부터 등록 의무대상으로 확대된다.

축산차량 소유자는 오는 6월까지 관할 시군에 자진 등록하고 차량 무선인식 장치(GPS)를 장착하면 된다. 

해당 차량의 축산시설 출입 정보는 방역 당국에서 가축전염병 방역관리 업무를 수행하는 데 활용된다.

축산차량을 등록하지 않거나, GPS를 미장착하는 경우 가축전염병 예방법에 따라 최대 1년의 징역 또는 1천만 원의 과태료가 부과된다. 

또한 축산차량 소유자와 운전자는 차량 등록 전후 3개월 내 축산차량등록 관련 교육을 수료해야 하며, 4년마다 보수교육을 마쳐야 한다. 

해당 교육은 에서 온라인으로 수료할 수 있다. 이외에도 차량 등록사항에 변동이 있으면 1개월 이내에 변경·말소 신청하여야 하며, 시설 출입차량 표지를 차량 외부에서 확인할 수 있도록 반드시 부착하여야 한다. 

김종훈 동물방역위생과장은 “올해 아프리카돼지열병과 고병원성 조류인플루엔자 발생으로 인해 전국적으로 큰 피해가 있었다”라며 “차량이 오염원 전파의 주요 경로로 지목되고 있다. 가축전염병 차단방역을 위해 축산차량 소유자와 운전자 및 축산시설 관계자들은 차량 등록에 적극적으로 협조하여 주시기 바란다”라고 당부했다.
