[김준호 기자 = 삼척시] 갑작스런 한파로 전국이 얼어붙었던 지난 11월 30일 오후 삼척시 시민단체들이 삼척블루파워 석탄화력발전소의 시험가동을 위한 최초 점화에 대해 집단 반발 행동에 나섰다. 

 

탈석탄법 제정을 주장하는 삼척석탄화력발전소반대투쟁위원회는 강 추위를 아랑곳 하지 않고 삼척블루파워 발전소 정문 앞에서 '삼척석탄화력발전소 1호기 최초점화 규탄' 성명대회 기자회견을 열었다.

 

삼척블루파워는 지난 2018년부터 강원도 삼척시 적노동 일원에 4조9천억 원을 투입해 2100MW(1,050MW X 2기)급 석탄화력발전소 건설을 추진해 왔으며, 지난 10월, 1호기 준공을 마친 뒤 11월30일 시험가동에 들어갔다.

 

시민사회 단체들은 "삼척석탄화력발전소가 시운전 단계에 들어가게 되면 온실가스 및 배출되는 대기오염물질로 인해 인근 지역주민들 뿐만 아니라 삼척시와 인근 동해시 일원까지 피해가 우려됨에도 불구하고 사업자를 비롯한 그 누구도 "최초점화"에 대한 소식을 알리지 않았다"고 분개했다.

 

이어 "2023년 10월 1호기 완공, 2024년 4월 2호기 완공 시 배출될 것으로 예상되는 온실가스는 연간 1300만 톤에 이른다면서, 이는 내연기관차 500만대, 국가 전체 배출량의 1.8%에 해당하는 막대한 양으로, 기업의 이윤을 위해 시민의 생명과 안전을 희생시키는 대기업의 행태를 더이상 용납할 수 없다"고 주장했다.

단체들과 공동대표인 성원기(강원대학교 명예교수)공동대표는 "그간 정부(산업통상자원부)는'적법한 절차에 의해 추진된 발전사업이므로 어쩔 수 없다'는 말만 되풀이하며 민간사업자 포스코가 진행하는 신규석탄 사업을 방치한 사이, 5만 명의 국민들은 신규석탄발전소 철회를 위한 탈석탄법을 제정하라는 국회동의 청원을 성사시켰다"고 밝혔다, 

 

또한, "시민사회는 국회가 하루빨리 탈석탄법 제정을 서둘러 삼척 석탄화력발전소 건설을 지금이라도 중단할 것을 요구하고 하면서, 삼척시를 지역구로 두고서도 현 사태를 방치한 21대 전반기 국회 산업통산자원중소벤처기업위원회 간사인 이철규국회의원(동해,태백,삼척,정선 지역구)"의 지역 민심을 외면한 냉소적인 대응을 비판했다.
