올해 초부터 서울과 대전에서만 시범 운영으로 발급 가능했던 것이 전국으로 확대 시행된 것이다.

기존 플라스틱 카드 형태의 운전면허증은 소지가 불편하고 분실시 개인정보 노출과 위·변조 및 도용의 위험이 존재하며, 온라인 사용에 한계가 있어 이러한 점을 보완하고자 도입하게 됐다.(단, 의무 발급은 아니므로 기존 면허증 그대로 사용 가능)

발급방법은 자신의 스마트폰으로 포털 및 앱스토어를 검색하여 모바일 신분증앱을 설치하고 도로교통공단 안전운전통합민원 홈페이지에서 IC운전면허증을 신청한 후 가까운 면허시험장이나 경찰서 민원실에 방문하여 발급받을 수 있으며, 일회용으로 사용하려면 운전면허시험장을 방문하여 휴대폰에 QR코드(경찰서는 발급 안함)로 발급받으면 된다.
