[남상훈 기자 = 경기북부/강원] 지난 5일 목요일 더불어민주당 경기도지사 김동연 후보는 페이스북 메시지를 통해 명작동화 일곱 번째 공약으로 “입대부터 전역까지 빈틈없는 ‘군복무 경기청년 상해보험 플러스’ 실시 공약”을 발표했다고 전했다. 

김 후보는 “‘부를 땐 국가의 아들, 다치면 남의 아들?’이라는 말이 나올 정도로 군 복무를 통해 국가에 헌신하는 청년들에 대한 국가의 대접이 소홀했다”고 반성하고, 특히 “현재 공무 중 사고는 군인재해보상법에 의해 보상하지만, 보상 범위와 수준이 미흡”하다며 문제를 지적했다. 

이재명 전임 경기지사는 성남시에서 시행하여 큰 호응을 얻은 ‘군인 상해보험제’를 경기도에 도입하여 전국 광역단위 최초로 경기도 청년이라면 입대와 동시에 자동으로 가입되는 “군복무 경기청년 상해보험”제도를 실시하여 큰 호응을 얻었다. 김 후보는 이를 언급하며 “군복무 청년 상해보험 제도를 더욱 발전시키겠다”고 밝혔다. 

경기도에서 실시한 조사에 따르면 이 사업에 대한 만족도는 90%에 이르나, 보상금액이 적고, 보장범위가 충분하지 못하며 신청 절차가 까다롭다는 것이 아쉬운 부분으로 꼽혀왔다고 했다. 

김 후보는 이 문제를 해결하여 보상금액을 최대 5천만 원에서 1억 원으로 상향하고, 입원일당도 현행 보다 인상하겠다고 밝혔다. 

보장범위 또한 코로나 이후 주기적인 펜데믹이 예상되는 만큼 ‘감염병 진단 및 격기 보상’도 포함하기로 했으며, 보상 신청 절차 간소화와 같은 제도 개선도 시행할 예정이라고 했다.

김 후보는 “군인에 대한 보호와 처우에 부족함이 없도록 하겠다”며 “자식을 군대 보낸 경험이 있는 아비로서 군대 보내고 불안해하시는 부모님들의 마음에 깊이 공감하며 이런 정책을 적극 추진하겠다”고 약속했다.
