[김현우 기자 = 경기북부/강원] 태백시가 농지법 개정에 따라 농지원부를 개편하고 오는 4월 15일까지 농지대장으로 전환을 추진한다고 밝혔다.

농지원부는 49년간 농지의 공적장부로 기능을 해왔으나, 농지법 개정에 따라 앞으로는 명칭이 ‘농지대장’으로 변경된다고 전했다.

개편에 따른 주요 내용은 현행 농업인 기준으로 작성되던 농지원부와 달리 토지대장 등 타 공부와 같이 필지별로 작성되고, 작성 대상도 현행 1,000㎡ 이상 농지면적 제한이 폐지되고 모든 농지로 확대된다고 했다. 

이에 따라 시는 농지대장 전환 안내문을 농지원부 세대주 1,171명에게 발송할 예정이며, 오는 28일까지 농지원부 수정 신청 접수를 거친 뒤 4월 15일까지 농지대장 전환을 완료할 계획이라고 했다.

기존 농지원부는 4월 6일까지 발급되고 이후 사본 편철되어 10년간 보관되며, 그동안 농지원부에 등재됐던 농지는 필지별 농지대장으로 변경된다고 했다.

농지대장 전환 후에는 행정청 직권으로 작성해 온 농지원부와 달리 농업인의 신고의무제로 변경되고, 임대차 계약 발생·변경 시 그 사유가 발생한 날부터 60일 이내 농지소재지 관할 행정청에 변경신고를 해야하며, 미신고나 거짓으로 신고할 경우는 과태료가 부과된다고 했다.

김석윤 농업기술센터장은 “농지대장 전환으로 관할 행정청도 기존 농업인 주소지에서 농지 소재지로 변경되어 보다 효율적인 농지관리가 가능할 것으로 기대한다”며, “개편된 농지대장 제도 관련 사항을 꼼꼼히 살펴주기 바란다”고 당부했다.
