[김일웅 기자 = 경기북부/강원] 북부지방산림청은 “오는 4월 19일 산림사법업무를 담당하는 산림특별사법경찰(이하 ‘산림특사경’이라 함)을 대상으로 산림사법의 법제와 사건처리 절차 등에 대한 직무교육을 실시한다.”라고 밝혔다.

현재 북부지방산림청에는 산림 내 불법산지전용, 불법 입목벌채 등 산림 내 위법행위를 전담하는 산림사범수사팀과 지방청 소속 6개 국유림관리소에 총 18명의 산림특사경이 지명되어 활동하고 있다고 전했다. 

최근 3년간 북부지방산림청은 관내에서 연평균 163건의 산림사범 사건을 처리하였으며, 그 중 약 65%가 산림을 무단으로 훼손하고 사용하는 ‘불법산지전용‘으로 나타났다고 했다.

이처럼 산림 내 불법행위가 매년 반복되면서 불법행위에 대해 사법처리를 전담하는 산림특사경의 직무 전문성이 요구, 중요시되고 있으며, 이번 산림특사경 직무 역량 강화 교육은 지난 1월 북부지방산림청에서 일선 산림특사경의 법률 자문과 사법실무를 지원하기 위해 지정ㆍ운영 중인 ‘산림특사경 자문관(사법 전문가)’을 초빙하여 진행할 예정이라고 했다.

최수천 북부지방산림청장은 “산림특별사법경찰의 주기적인 직무교육 등을 통해 산림특별사법경찰의 전문성을 높이고, 소중한 산림사원을 무분별하게 훼손, 파괴하는 일체의 불법행위를 근절할 수 있도록 노력할 것”이라고 밝혔다.
