[김현우 기자 = 경기북부/강원] 양주시는 지난 1일 고암동 소재 체납관리단 사무실에서 체납관리단 발대식을 열고 본격적인 체납징수 활동에 나섰다고 밝혔다.

이날 발대식에는 배용숙 징수과장, 체납관리단원 등이 참석한 가운데 맞춤형 징수활동을 통한 체납세 징수, 복지연계 등 맞춤형 징수행정 서비스 제공을 위한 의지를 다졌다고 했다.

앞서 양주시는 지난 2월 체납관리단을 모집해 전화상담원 13명, 실태조사원 8명 등 총 21명을 선발했다고 전했다.

체납관리단은 4월부터 오는 10월까지 지방세, 세외수입 200만원 이하 소액체납자를 대상으로 체납자 거주지 파악, 체납 사실 안내, 납부 방법 안내, 애로사항 청취 등 실태조사 업무를 수행할 예정이라고 했다.

이를 위해 발대식 이후 진행된 직무교육 시간에는 지방세·세외수입 관계 법령, 체납자 실태조사 실무, 전화·방문 요령, 일자리·복지 연계 실무, 개인정보보호, 코로나19 방역수칙 등 실태조사 업무 전반에 대한 교육이 진행됐다고 했다.

양주시는 고의적 납세 기피자에게는 납부를 독려하는 한편, 일시적 어려움을 겪는 생계형 체납자에게는 체납처분 유예, 분납을 안내하는 등 체납자 맞춤형 징수를 추진하고 생활이 어려운 체납자에 대해서는 복지서비스, 공공일자리 연계를 통한 경제적 자립의 기회를 지원할 계획이라고 전했다.

배용숙 징수과장은 “최근 급증하는 체납세의 효과적인 징수와 코로나19 장기화로 고통받는 생계형 체납자의 발굴, 복지서비스 연계가 원활히 이뤄질 수 있도록 체납관리단의 적극적인 활동을 당부드린다”고 말했다.

한편 지난 2019년 처음으로 출범한 양주시 체납관리단은 코로나19가 대유행하는 어려운 상황 속에서도 내실있게 운영돼 체납액 징수와 생계형 체납자의 복지서비스 연계 등 큰 성과를 거둔 바 있으며, 지난 2020년, 2021년 연속으로 지방세 체납세 징수, 세외수입 징수, 체납자 실태조사 부문에서 각각 우수기관 표창을 수상했다고 했다.
