그동안 일반 참전유공자의 유족들은 타 국가유공자 유족과 달리 법률상 유족 지정 및 보훈 자격 승계를 받지 못해, 유공자 본인이 사망할 경우 각종 지원이 중단되는 문제가 있었고, 군은 이 같은 내용을 관내 보훈단체와 읍면사무소를 통해 지속적으로 홍보하는 등, 대상자 발굴에 힘을 쏟고 있다고 전했다.

배우자 수당 신청 대상은 평창군에 주소를 두고 있는 참전유공자의 배우자로서, 유공자와의 관계를 증명할 수 있는 서류를 구비하여 주소지 읍면사무소를 방문하여 신청하면 된다고 했다.
