유아체험교육원은 만 3~5세 유아를 위한 누리과정을 반영한 놀이 체험을 제공하는 시설로 현재 경기 남부지역(평택시)에 1개소가 운영되고 있으나 원거리에 있는 경기 북부지역 유아들의 이용이 어려웠다고 했다. 

 

이러한 지역 간 교육격차 해소를 위하여 양주시와 경기도 교육청은 (가칭)경기도북부유아체험교육원 건립을 추진하였고 지난 2020년 2월 교육부 중앙투자심사를 통해 유치를 확정 짓고 본격적인 건립 부지조성을 위해 노력해왔다고 했다.

 

사업 대상지인 광사동 813, 814번지 일원은 지난 2004년 고읍택지지구 개발 당시 농지의 효율적 이용과 보전을 위해 농림축산식품부에서 지정한 대체농지 내 위치해 있어 유아체험교육원 건립을 위해서는 농업진흥지역 해제가 필수적이었다고 했다.

 

이에 양주시는 농업 외 개발행위가 엄격히 규제되는 농업진흥지역 해제를 위해 지난해 3월 시의회로부터 공유재산 영구시설물 축조 동의를 얻은 뒤 5월에는 도시계획시설 및 실시설계 등 부지조성에 필요한 용역을 실시했다고 전했다.

이어 8월 (가칭)경기도북부유아체험교육권 설립·운영을 위한 양주시장, 경기도교육감, 정성호 국회의원 3자 간 업무협약을 체결했으며 농림축산식품부, 경기도에 수차례 방문해 농지전용협의를 진행해왔다고 했다.
