이번 점검은 사업장 여건을 고려하여 사후환경영향조사를 실시하지 않는 소규모 환경영향평가 사업장들이 협의된 환경영향 저감방안을 충실히 이행하는지 확인하고, 평가협의의 실효성을 제고하기 위하여 실시한다고 했다.

점검대상은 산업시설 입지가 많은 6개 시·군인 음성, 충주, 원주, 괴산, 제천, 횡성에서 최근 3년간 소규모 환경영향평가를 받고 운영중인 공장 및 창고시설 중 오·폐수배출량이 많은 50여개 사업장이며, 점검기간은 이달 14일부터 30일까지 실시한다고 했다.

주요 점검사항은 토지이용계획 적정 이행 여부, 환경오염 방지시설 적정설치 및 관리 여부, 방류수 협의 수질기준 준수 여부 등이며, 점검결과 부적정 운영 및 협의내용 미이행 사항 등이 확인될 경우에는 이행조치 명령, 과태료 부과 등 법적조치를 시행할 방침이라고 했다. 

원주지방환경청 황기협 환경평가과장은 “사후관리 사각지대인 소규모 평가사업장에서의 환경오염행위 근절과 소규모 환경영향평가 협의의 실효성을 제고하기 위해 승인기관(지자체)에서도 관심을 갖고 지속적인 관리가 필요하다”며 승인기관의 적극적인 관리를 당부했다.
