[김현우 기자 = 경기북부] 국민의힘 최춘식 의원은 도농복합시의 법정동 거주 및 재학 입시생도 ‘대입 농어촌특별전형’으로 입학에 응시할 수 있도록 '도농복합시 법정동 농어촌특별전형 적용법'을 국회에 제출했다고 밝혔다.

현행 법령은 농어촌의 개념을 ‘읍면’에 한정하여 포천시와 같은 도농복합시의 ‘법정동’에 거주 및 재학하는 입시생은 대입 농어촌특별전형에 응시할 수 없다.

때문에 도농복합도시는 사실상 농어촌 지역임에도 불구하고, 단순히 행정구역이 ‘동’이라는 이유만으로 농어촌특별전형에 응시하지 못하거나, 농어촌특별전형이 해당 지역의 인구 유입과 지역 고등학생들의 대입에 도움이 된다는 점 때문에 계속 읍면으로만 남으려는 과밀읍면 문제도 일어나고 있다.

이에 최춘식 의원은 기존의 읍면 지역뿐만 아니라 도농복합시 법정동 지역의 거주 및 재학 입시생도 농어촌특별전형에 응시할 수 있도록 하는 「고등교육법 개정안」을 12일 대표발의한 법안이 통과될 경우 포천시 신읍동에 위치한 포천고등학교 학생들이 혜택을 받게될 전망이다.

최춘식 의원은 “같은 포천시, 같은 접경지역에 살면서 읍면이 아니라는 이유와 불과 얼마 안 되는 거리 차이로 어느 학생은 혜택을 받을 수 있고, 어느 학생은 혜택을 받을 수 없는 것은 굉장히 큰 모순”이라며 “도농복합시라면 읍면동이라는 형식적인 행정구획에 구애받지 않고 입학전형을 동일하게 적용하여 지역간 차별을 막고 공정한 형평성을 도모해야 한다”고 말했다.
