[김현우 기자 = 경기북부/강원] 속초시가 민선 8기 들어 권위를 내려놓는 의전 간소화 시행에 이어 보고체계 간소화로 업무 효율성을 크게 높인다고 전했다.

속초시는 ‘신바람 나는 직장문화 만들기’ 일환으로 지휘부 등 상급자에 대한 대면보고 대기시간을 줄이기 위해 온라인 보고체계를 활성화하기로 했다.

지금까지는 소규모 행사 및 상시 반복 업무, 업무 동향 등 간단한 보고사항에 대해서도 서면으로 작성해 상급자에 대한 대면보고가 이뤄짐으로 인해 대기 문화가 발생하고 이로 인해 업무 진행이 느려지는 등 효율이 크게 떨어지는 부작용이 있었다.

이를 위해 그동안 전자결재시스템을 도입한 이후에도 비활성화되어 있던 온-나라시스템 상 메모보고를 적극 활용하는 보고체계로 전환할 계획이다.

메모보고의 활성화에 따라 종이 낭비와 기존 구두·대면보고 결재를 선호하는 관행 등이 현시대에 맞게끔 개선되고, 댓글에 의한 양방향 의사소통이 활성화되면서 업무 효율성도 크게 개선될 것으로 기대하고 있다.

이와 함께, 출장 중이거나 각종 재해·재난 등에 대한 신속한 현장 대응 등을 위해 현장 근무 시에는 SNS 채팅을 통해 자유롭게 수시 보고가 이뤄지도록 조치했다.

이병선 속초시장은“의전 간소화에 이어 각종 보고체계의 간소화를 통해 고정관념이나 격식에 얽매이지 않고 유연하면서도 속도감 있는 행정처리를 위한 조직문화를 만들어 나가겠다.”라고 말했다.
