[남상훈 기자 = 경기북부/강원] 김동연 더불어민주당 경기도지사 후보는 지난 24일 페이스북 메시지를 통해 ‘사회복지 행정 5대 정책 공약’을 발표했다고 전했다. 

 

공공 필수인력인 사회복지 종사자들의 처우를 개선하는 등 선도적 노력으로 지방정부의 사회복지 행정 모델을 구축하겠다는 포부라고 했다.

 

김 후보는 “윤석열 정부가 들어서면서 사회복지의 시장화, 사회복지 예산 감축, 선별적 복지로의 후퇴 가능성 등 사회복지 종사자‧당사자의 우려가 날로 커지고 있다”고 언급한 뒤, “경기도만은 사회복지 행정의 기반을 지켜내고, 나아가 지방정부의 사회복지 행정 모델을 선도적으로 구축하겠다”고 밝혔다. 

 

이어 “사회복지가 사회 공동체 유지에 필수적인 영역인 만큼, 사회복지 종사자들 또한 공공 필수인력으로 제대로 대우 받도록 해야 한다”며 이를 실현하기 위한 김동연표 사회복지 행정 5대 공약을 구체적으로 제시했다고 했다.

 

먼저, 경기도형 ‘사회복지 종사자 표준임금체계’를 도입해 사회복지 종사자들의 임금 격차를 해소하고 공정하게 대우하겠다고 밝혔다. 

 

같은 직무라 하더라도 지역‧시설 유형‧소관부서 등에 따라 제각각인 인건비 지급 기준 등은 해당 분야에서 꾸준히 문제로 제기되어 오던 부분이라고 했다.

다음으로는 사회복지 종사자의 권리 보장과 전 시‧군 사회복지처우개선위원회 운영을 공약했으며, 각각의 사회복지 현장에서의 사회복지 종사자의 신체적‧정신적 안전을 확보하고, 불가피한 사건 및 사고 발생 시 심리상담이나 트라우마 치료 등 정신적 회복도 지원할 예정이라고 했다. 

 

처우개선비 인상과 건강검진비‧복지포인트 지급 지원 등 복지수준 향상을 위한 내용도 담겼으며, 사회복지처우개선회를 통해 사회복지 종사자의 노동환경을 점검하고 체계적으로 처우개선도 힘쓸 계획이라고 했다.

 

사회보장의 지역 간 격차 해소와 지역별로 특화된 사회보장 정책의 발전도 약속했으며, 도 내 농‧어촌이나 접경지역 등 서로 다른 특성과 인구구성에 따라 사회보장을 위한 재정여건 및 인프라에도 큰 격차가 존재한다는 것이라고 했다. 

 

이에 ‘사회보장 특별지원구역’을 지정해 사회보장 자원이 특히 부족한 지역은 집중 지원할 예정이며 정기적인 지역사회보장조사 및 실태조사로 31개 시‧군, 554개 읍‧면‧동의 사회보장 현황을 정확히 파악, 이를 바탕으로 각 지역 특성에 맞는 중장기 사회보장 계획을 수립‧실현할 수 있도록 지원한다는 계획이다.

 

사회보장 거버넌스 기구인 경기도사회보장위원회를 중심으로 경기도와 시‧군, 읍‧면‧동을 잇는 민관 거버넌스 체계도 구축하며, 또 위원회 산하 사무처를 설치하고, 각 시‧군과의 유기적 연계를 위해 시‧군 지역사회보장협의체 사무국 설치기준 또한 표준화한다고 했다.
