화천지역에서는 1919년 3월 23일 천도교인들의 주도로 만세운동이 일어났으며, 1919년 3월 28일에는 유학자와 청년, 농민, 의병 출신 등이 만세운동에 참여하는 등 모두 3,500명 이상의 군민들이 일제에 항거하기 위해 들불처럼 일어났고, 당시 일제에 체포돼 옥고를 치렀던 사람이 도내에서 가장 많은 175명일 정도로 화천지역의 만세운동은 치열하게 전개됐었으며, 이에 앞서 화천군은 1907년 2,542명의 군민이 국채보상운동에 참여했고, 도내에서 유일하게 여성단체인 화천군 부인회도 동참했던 구국운동의 중심지였다고 했다. 

최문순 화천군수는 “3.1절 103주년을 맞아 게양된 태극기를 보며 군민 모두가 나라사랑 정신을 되새겨보는 시간을 가졌으면 한다”고 밝혔다.
