[김일웅 기자 = 경기북부/강원] 지난 3월 24일 김상회 수원특례시발전연구소장(전 청와대 행정관)이 “스마트시티 구축은 무조건적인 기술의 수용이 아닌 도시의 특색에 맞춰야한다”고 경기도의회에서 열린 의원 맞춤형교육에 참석해 강조했다고 밝혔다.

 

‘스마트시티 모빌리티를 고려한 가로공간의 재편’이라는 주제로 열린 이번 학술컨퍼런스는 김상회 수원특례시발전연구소장, 최종현, 김강식, 황대호 경기도의원, 전용식 건축학 박사, 이성종 환경공학 박사, 한국사회경제연구원의 박찬혁 이사장과 정민영 원장 등 경기도의원과 전문가들이 참석했다고 했다.

 

김상회 전 청와대 행정관은 “스마트시티 구축을 위한 지자체의 우선순위는 수원시의 현안이 되어야 한다”며 “구도심 지역 여러 곳이 재개발을 하고 있는 상황에서 스마트시티 구축과 지자체의 역할에 대해 고민해 봐야한다”고 주장했다.

 

이날 발표를 맡은 김승남 중앙대학교 도시시스템공학 교수는 “스마트시티를 정의하는 여러 표현들이 있지만 개인적으로 최신기술을 도시에 접목한 것이 스마트시티라고 생각한다”며 “기술신뢰 강화를 위해 공공에서 제도적으로 나서 줘야 한다”고 피력했다.

 

김 교수는 이어 스마트시티의 가로공간 재편을 이야기하며 “가로설계 원칙이 점점 유연하게 변하고 있는 중”이라며 “작은 실험을 통해 지자체 기본계획수립단계에서부터 도입해야한다”고 말했다.

김강식 경기도의원은 “기술발전의 접목은 산업적 측면과 인적자원 고용측면에서도 생각해봐야 할 문제”라며 “급변하는 첨단기술 속에 소외될 우려가 있는 계층을 위한 시스템 역시 고민해 봐야한다”고 강조했다.

 

최종현 경기도의원은 “스마트시티하면 안전과 교통이 제일 먼저 떠오른다”며 “미래도시계획에서 도로 구성의 기초단계 설계를 어떻게 해야 할 것인가를 고민해보자”고 제안했다. 

 

김상회 전 청와대 행정관은 “경기도의원님들과 여러 전문가들을 모시고 미래 도시에 대해 생각해 볼 수 있는 귀한 시간이었다”며 “앞으로 수원시의 내일을 위해 많은 사람들이 모여 고민할 수 있는 자리를 만들겠다”고 다짐했다.

 

한편, 김상회 전 행정관은 문재인 정부의 ‘청와대 대통령비서실 자치발전비서관실 행정관’을 역임한 지방자치 전문가이며, 최근 특례시를 완성할 적임자라며 수원시장후보로 나섰다고 전했다.

 

더불어민주당 정책위원회 부의장, 더불어민주당 선대위 민생우선대전환플랫폼 부위원장, 더불어민주당 경기도당 선대위 선거대책본부 공동부본부장으로 활동했다고 했다.

 

안룡초등학교, 수원중학교, 수원공업고등학교 건축과, 서울신학대 신학과를 졸업했으며, 경기대 일반대학원 행정학 박사과정을 수료했다고 전했다.

 

한국민예총 수원지부장, 원천천물사랑시민모임 대표, 경기국제인형극제 집행위원장·총감독, 녹색자치경기연대 상임대표 등 거쳐 2010년 경기도의회 의원, 더불어민주당 경기도당 정책실장, 제19대 대선 경기도국민주권선대위 전략기획실장 등을 역임했다고 했다.
