[장선희 기자 = 경기북부/강원] 홍천군이 일손 부족을 겪고 있는 농가의 안정적인 인력 확보를 위해 외국인 계절근로자 도입에 매진하고 있다고 밝혔다.

군은 우호교류 도시인 필리핀 산후안시와 지속적인 협의를 통해 약 470명의 계절근로자를 오는 4월부터 6월까지 7차례에 걸쳐 송출해 줄 것을 합의했다고 전했다. 

군은 앞서 지난 2017년 필리핀 산후안시와 외국인 계절근로자 도입을 위한 협약을 맺고 2017년 81명, 2018년 312명, 2019년 354명 등 총 747명을 입국시킨 바 있으며, 그러나 지난 2020년과 2021년은 코로나19로 인해 입국하지 못했다고 했다.

올해 입국하는 산후안시 계절근로자는 입국 즉시 7일간 자가 격리기간을 거쳐 농가에 배정될 예정이며, 자가 격리기간을 포함해 5개월 간 체류하게 되고, 이탈자 방지를 위해 현지 지자체에서 외국인 계절근로자를 직접 선별해 모집하고 이탈방지 서약, 현지 자산 담보 설정 등의 대책이 시행되고 있다고 전했다.

허필홍 홍천군수는 “노령 인구가 많은 홍천의 특성상 매년 농번기 일손 부족이 되풀이 되면서 농가 부담 또한 증가하고 있다”며 “차질 없는 외국인 계절근로자 도입과 확대로 안정적인 인력을 공급해 농가의 부담이 최대한 줄어 들 수 있게 최선을 다 하겠다”고 말했다.
