의정부시의 적용 대상은 농지·임야·묘지이며, 소유권에 대한 소송이 진행 중이거나 ‘농지법’ 등 관련 법령에 따라 농지·임야·묘지를 취득할 수 없는 신청인이 토지를 취득하려는 경우에는 적용 대상에 제외된다고 전했다.
