[김현우 기자 = 경기북부] 경기도는 지난해에 이어 올해 2년 연속 도에서 관리하는 ‘일산대교’, ‘제3경인 고속화도로’, ‘서수원~의왕 고속화도로’ 등 민자도로 3곳의 통행료를 동결한다고 31일 밝혔다. 

지난 2월 버스요금 이후 두 번째 공공물가 인상 동결 조치다. 

경기도는 급격한 물가상승에 따라 어려워진 서민경제 부담을 완화해야 한다는 판단에 따라 요금 동결 결정을 내렸다고 설명했다. 

경기도가 주무관청인 민자도로 3곳은 도와 민자사업자 간 체결한 실시협약에 따라 매년 통행료를 소비자물가지수 변동분을 반영해 조정해야 한다. 

특히 지난해부터 급격한 물가상승에 따른 통행료 인상 요인이 발생하면서 민자사업자들이 전 차종에 걸쳐 100원에서 400원까지 통행료를 인상하는 내용을 담은 ‘2023년 통행료 조정신고서’를 경기도에 신고했다. 

그러나 도는 서민 가계 부담 가중 등을 고려해 통행료 동결 내용을 담은 의견 청취안을 지난 3월 7일 경기도의회에 제출했다. 

경기도의회는 정책의 취지에는 공감하나 “도 재정 상태 및 서민경제를 고려해 신중한 검토가 필요하다”라는 의견을 제시했다.

이에 도는 서수원~의왕 간 고속화도로의 경우 전국 최초로 사용료 수입 환수를 통해 통행료 인상을 최소화했으며, 앞으로도 도 재정부담 절감 및 통행료 인상 억제 등을 위해 다각적인 방안을 검토하겠다고 설명했다.

통행료 동결에 따라 경기도는 별도의 고시를 하지 않으며, 4월 1일부터 3개 민자도로 사업자들은 이런 동결 사실을 이용자들에게 전광판 등을 통해 안내할 예정이다. 

고태호 경기도 도로정책과장은 “일산대교 등 민자도로 3곳의 통행료 동결은 경기침체로 어려워진 서민경제의 고충을 감안한 어려운 결정이었다”라며 “내년 이후 도 재정 현황과 경제 상황 등을 종합적으로 감안해 통행료 인상 여부 등을 검토할 예정”이라고 밝혔다.
