[장선희 기자 = 경기북부/강원] 12월 10일 오후 4시, 횡성군은 군청 소회의실에서 지방 소도시 맞춤형 도시재생 구현을 위해 서울대학교 환경대학원(조경계획연구실)과 전략적인 업무협약(MOU)을 체결하였다고 밝혔다. 

서울대학교 환경대학원 조경계획연구실은 환경계획 분야의 권위자인 손용훈 교수가 이끌고 있으며, 국내·외 농촌계획과 경관자원 분석, 빅데이터 분석, 지역관광 활성화 등 전반에 대해 다년간 연구를 수행하고 있는 전문화된 연구실이라고 했다. 

군은 지방 소도시가 겪고 있는 인구 공동화 현상에 따른 대책으로 청년인구 유입대책과 정주 환경 개선 방안 모색을 위해 노력해 왔으며, 이번 업무협약을 통해 체계적·실증적 방안 마련에 나선다는 계획이라고 전했다. 

이번 업무협약을 통해 양측은 지역공동체 활성화와 지역 활력 회복, 일자리 창출 등 사회적 경제 제반 활동을 비롯하여, 횡성군 도시재생 미래전략에 대한 실질적 대안을 마련한다는 계획이며, 또한 조경계획연구실에서는 소소도시 리빙랩을 통해 횡성군이 보유한 지역 여건과 잠재력을 면밀하게 분석하여, 지속가능한 소도시 미래 발전을 위한 주요계획 원칙과 관리방안에 대한 실증연구를 이어나갈 계획이라고 했다.

손용훈 교수는 “인구 약 5만 명이 거주하는 군 단위의 정주권과 그 중심이 되는 거점도시는 대도시를 따라 개발하는 것이 아니라, 지역 여건과 자연환경 등 고유의 장점을 살려 실현 가능한 미래비전을 마련해야 한다. ”고 말했다. 

장신상 군수는 “이번 업무협약을 통해 횡성군이 지역경제 활성화 및 군민 모두의 삶의 질이 향상되는 지역으로 한 걸음 나아갈 수 있길 바란다. 소소도시 리빙랩의 현실적인 솔루션 제시에 우리 군에서도 적극 협조하겠다.”고 덧붙였다.
