[김일웅 기자 = 경기북부/강원] 경기도의회 교육기획위원회 위원장 정윤경 의원이 제안한 ‘장애인 교원 채용 확대 촉구 건의안’이 제356회 경기도의회 임시회 교육기획위원회에서 원안 가결됐다고 밝혔다.

2006년 「장애인고용촉진 및 직업재활법」 개정에 따라 정부 중앙부처와 지방자치단체, 공공기관은 장애인을 3.4% 이상 의무 고용해야 한다고 했다.

특히, 2006년  법 개정 시 장애인고용의무 직종에 초·중등교원이 포함되면서 교원 임용시험 시 장애인 교원을 채용하도록 되어 있지만 현실은 녹록치 않다고 전했다. 

정윤경 의원은 “정부의 장애인 교원 확대 정책에도 불구하고 전국 시·도교육청 장애인고용비율을 1.97%으로 현행 장애인의무고용률에 한참 못 미치는 수준”이라며 “지금의 장애인 교원 충원 방식으로는 매년 수십, 수백억 원의 고용부담금을 납부할 처지”라고 했다. 특히, “전국 교·사대 장애인 학생을 모두 교원으로 채용할지라도 현행 장애인의무고용률을 충족하기엔 역부족”이라고 말했다.

또한, 정 의원은 “「장애인차별금지 및 권리구제 등에 관한 법률」 제11조에 따라 장애 교원의 원활한 교수 활동을 위해 보조인력 및 시설·장비 등 편의를 제공하도록 되어 있지만, 시·도교육청별 지원 기준이 달라 편의 지원을 못 받는 경우도 허다하다”고 지적했다.

이에 “장애인 교원 채용 확대를 위하여 교·사대의 대학입학전형 시 장애인의무고용률에 비례하여 장애 학생을 선발하도록 하고, 예비 장애 교원의 학교생활과 교수활동에 도움이 될 수 있도록 보조인력과 기기 등을 지원해야 한다”고 주장했다.

끝으로 정 의원은 “장애인 교원이 교육계의 일원으로 자연스럽게 스며드는 세상을 꿈꾸며, 교육공무원의 장애인의무고용이 될 수 있도록 정부 차원의 법령과 제도 개선을 위해 경기도교육청에서도 노력해주길 바란다”고 당부했다.

한편, 교육기획위원회 심의를 통과한 본 건의안은 오는 12월 제356회 정례회 본회의에서 최종 의결될 예정이라고 전했다.
