[김일웅 기자 = 경기북부/강원] 경기도의회 교육기획위원회 정윤경 의원이 대표발의한 「경기도교육청 건강장애학생 원격수업시스템 구축·운영 조례안」이 교육기획위원회 심의를 통과했다고 밝혔다.

정윤경 의원은 “3개월 이상의 장기입원 또는 통원치료 등 계속적인 의료적 지원이 필요한 건강장애학생들은 학교생활과 학업수행에 어려움이 있는데 그동안 도내에 민간기관과 정부산하기관에 위탁하여 원격수업을 시행해오고 있었다”며, “도교육청이 주관하는 건강장애학생 원격수업시스템을 구축·운영하도록 제도적 근거를 마련했다”며 조례 제정 취지를 설명했다.

이어서 정 의원은 “그동안 사설기관에서 정교사가 아닌 강사에게 수업을 받는 등 교육의 질에 대한 민원이 제기되는 등 문제가 되고 있는 민간기관에 300명이 넘는 도내 건강장애학생들을 위탁해 왔다”면서 “초·중등 교사 등 전문 인력이 확보된 도교육청이 주관하는 시스템을 운영해 초등생 250명, 중·고생 320명 등 우리 아이들이 학업의 연속성을 유지하고 정규교육과정 제공을 통한 학습권 보장은 물론 향후 원적교로 복귀하는데 도움을 줄 것”이라며 기대감을 표했다.

정 의원은 지난해 건강장애학생 교육 지원을 위한 국회 토론회, 건강장애학생 학부모와의 정담회 등을 통해 문제를 인식하고, 행정사무감사를 통해 문제를 제기했으며, 개선 방안 마련을 위해 2021년 11월 경기도교육청 교육과정국장을 비롯한 관련 부서의 장들로 구성된 ‘건강장애학생 원격수업시스템 구축을 위한 TF’를 구성해 운영했다고 했다. 

또한, 2022년 본예산으로 9억 5천만 원을 확보하는 등 건강장애학생 원격수업시스템 구축·운영을 위해 노력해왔다고 전했다.

건강장애학생 학부모는 “정윤경 의원님의 열정적인 노력과 헌신으로 우리 아이들의 학습권을 보장받을 수 있는 시스템을 운영할 수 있는 제도적 근거인 조례가 마련되었다”며, “앞으로도 건강장애학생들이 교육에서 소외되지 않도록 많은 관심과 지원을 부탁드린다”고 감사를 표했다.

조례안은 건강장애학생의 장애유형 및 장애정도를 고려한 원격수업시스템을 구축·운영하고 이를 위한 물리적·인적 환경을 조성하도록 하는 교육감의 책무 규정, 경기도교육청 건강장애학생 원격수업시스템 구축·운영 기본계획 수립, 기본계획의 적정성 및 타당성을 심사하기 위한 경기도교육청 건강장애학생 원격수업시스템 운영위원회 설치·운영 등의 내용을 담고 있다고 했다.

한편, 교육기획위원회 심사를 통과한 본 조례안은 오는 3월 31일 제358회 제3차 본회의에서 최종 의결될 예정이라고 전했다.
